中小企業や学生などの経済的弱者の知的財産を保護するための無料弁理事業や、特許法律救済事業、公益弁理士制度の運営など、様々な公益業務を拡大し、国際社会の急変する知財権制度の変化に能動的に対処するために、国内外の関連機関との情報協力体制を構築する一方、専門性の向上のために様々な分野の専門委員会を構成して研究を重ね、付属の知識財産研究所を設置し、研究の請負事業の遂行と専門性を高めるための教育研修の実施を通じて、国内の知的財産権制度の発展に寄与しています。
